Roger C. McMenamin, Founding Partner
Roger C. McMenamin is the founding partner of McMenamin & Wing, LLC, a Pennsylvania law firm devoted exclusively to representing injured workers in workers’ compensation claims across the Commonwealth. Born and raised in Northeast Philadelphia, Roger channels the resilience and no-nonsense determination of his roots into every fight for clients injured on the job.
He earned his undergraduate degree from Gettysburg College in 1991, graduated from Ohio Northern University Pettit College of Law in 1994, and was admitted to the Pennsylvania Bar in 1995. With more than 30 years of hands-on practice in Pennsylvania workers’ compensation law, Roger has handled thousands of claims, recovered millions in wage loss and medical benefits for injured workers, and encountered nearly every twist the system can present.
Roger thrives on the toughest workers’ compensation cases—those with layered disputes, long-term disabilities, contested evidence, complex statutory battles, and insurers fighting hard—drawing on decades of courtroom and negotiation experience to build unbreakable strategies and deliver lasting results.
A longtime leader in the legal community, Roger is a member of the Pennsylvania Association for Justice, the Montgomery County Bar Association, and the Workers’ Compensation Section of the Pennsylvania Bar Association. He has been recognized as a Pennsylvania Super Lawyer® in Workers’ Compensation (a peer-selected honor for outstanding attorneys) from 2023 through 2026.


Thomas H. Wing, Managing Partner
Tom is the Managing Partner of McMenamin & Wing, LLC. Born and raised in Delaware County and a longtime Philadelphia resident, Tom combines deep local roots with statewide advocacy for employees injured on the job.
Tom earned his undergraduate degree from West Chester University in 2012 and graduated from Widener University Delaware Law School in 2015. With more than a decade of focused practice in Pennsylvania workers’ compensation law, he has recovered millions of dollars in wage loss and medical benefits for injured workers while personally handling a high volume of contested cases.
His practice focuses on complex, high-stakes workers’ compensation matters—including catastrophic injuries, disputed medical causation, novel legal issues, intricate statutory interpretation, and aggressively defended claims that demand detailed strategy and persistent advocacy. Tom is frequently consulted by other Pennsylvania attorneys for guidance on challenging workers’ compensation issues and litigation strategy.
Tom is a member of the Pennsylvania Association for Justice, the Philadelphia Bar Association, and the Workers’ Compensation Section of the Pennsylvania Bar Association. He has been recognized as a Pennsylvania Super Lawyers® Rising Star in Workers’ Compensation each year since 2020, based on peer recognition and professional achievement.
Jay Elliott Shor, Senior Counsel – “The Closer”
Jay is a Partner at McMenamin & Wing, LLC, a Pennsylvania law firm devoted exclusively to representing injured workers in workers’ compensation claims across the Commonwealth. Known as “The Closer,” Jay excels at securing the best possible deals and settlements for clients in the toughest, most contested workers’ compensation cases.
With over 50 years of experience in Pennsylvania workers’ compensation law (admitted 1971), Jay previously served as managing partner at a prominent workers’ compensation firm. He has represented thousands of injured workers and families, pioneering comprehensive resolutions that provide lasting benefits.
Jay is renowned for his advocacy that helped enact 1996 legislation enabling full, final settlements of workers’ compensation claims—transforming case handling statewide and earning lasting recognition in the Pennsylvania legal community.
He is a member of the Workers’ Compensation Section of the Pennsylvania Bar Association and has served on the Board of Directors of the Montgomery County Bar Association and its Judiciary Committee. His early career included counsel at Community Legal Services in Philadelphia and roles as Assistant District Attorney in Montgomery County, rising to Chief of Trials.
Jay holds a B.A. from Pennsylvania State University (1964) and a J.D. from the University of Pittsburgh (1971). A Northeast High School graduate, he also served in the U.S. Army.


David P. Rovner – Of Counsel
Dave serves as Counsel to McMenamin & Wing, LLC, a Pennsylvania law firm devoted exclusively to representing injured workers in workers’ compensation claims across the Commonwealth. With the firm since its founding, David brings more than four decades of dedicated experience in Pennsylvania workers’ compensation law.
A graduate of Saint Joseph’s University (A.B., 1974) and Villanova University School of Law (J.D., 1977), David has practiced since 1979 as in-house counsel, private defense counsel, and claimant’s counsel—providing a comprehensive, 360-degree understanding of the workers’ compensation system that informs his strategic approach.
He is certified as a specialist in workers’ compensation law by the Pennsylvania Bar Association’s Section on Workers’ Compensation Law, as authorized by the Pennsylvania Supreme Court (held since 2017). David regularly appears before Workers’ Compensation Judges, the Workers’ Compensation Appeal Board, and the Commonwealth Court, known for his clear, practical guidance and meticulous preparation in complex claims.
David is active in the Pennsylvania Bar Association’s Workers’ Compensation Section and the Montgomery County Bar Association’s Workers’ Compensation Committee. He also provides pro bono representation through the Support Center for Child Advocates of Philadelphia and the Montgomery County Child Assistance Project.
Michael Studd – Of Counsel
Michael leads the firm’s Pittsburgh office, serving injured workers throughout Western Pennsylvania with dedicated, results-driven representation.
A graduate of Penn State Behrend (B.A. in English, 2000) and the University of Pittsburgh School of Law (J.D., 2003), Michael began his career heading the Workers’ Compensation Department at Thomas A. Will & Associates (2003–2012) before founding his own practice in 2012. With more than two decades of focused experience in Pennsylvania workers’ compensation law, he has litigated a broad range of claims and negotiated numerous high-value compromise and release settlements.
Before passing the bar, Michael clerked for Pennsylvania Supreme Court Chief Justice Ralph Cappy, an experience that sharpens his strategic approach in hearings, appeals, and negotiations.


Andrew D. Loewy – Associate
Andrew joined the firm in April 2024, bringing a strong civil-litigation background to help injured workers secure their benefits.
Andrew’s prior experience includes roles with the Central Pennsylvania Law Clinics, the Jewish Association Serving the Aging in New York City, IBEW Local 98 in Philadelphia, and Penglase & Benson in Doylestown. He also handled creditor-side matters for major financial institutions, honing skills in high-volume documentation, evidentiary standards, and regulatory compliance—now applied to scrutinize records, advance cases efficiently, and protect clients’ wage-loss and medical benefits in workers’ compensation matters.
Known for clear communication, meticulous preparation, and practical problem-solving, Andrew maintains a client-first approach focused on achieving strong results.
He earned his J.D. from Widener University Commonwealth Law School and his B.A. from Muhlenberg College. Andrew is admitted to practice in Pennsylvania and is an active member of the Pennsylvania Bar Association’s Workers’ Compensation Section and the Montgomery County Bar Association.
R. Wesley Zeiders – Associate
Wes returned “home” to the firm in August 2025 after starting his career here as a litigation paralegal from 2019 to 2021.
Wes left to attend law school, then honed his plaintiff-side skills as a law clerk with Duffy + Fulginiti and Fulginiti Law (2022–2025). Earlier roles included paralegal work at Spear, Greenfield, Richman, Weitz & Taggart and a summer internship with the Philadelphia Court of Common Pleas (Family Division).
This ground-level experience—from organizing medical/wage records and drafting pleadings to coordinating experts and supporting hearings—gives Wes a rare continuity in workers’ compensation matters. He knows how to pressure-test files, anticipate defense tactics, maintain momentum from intake to resolution, and deliver strong results.
